RITQ Senior Program Manager Dr. Ali Anudin presented the key findings of the Teacher Education Institutions (TEIs) and Teacher Educator Profiling Study before the Committee on Higher and Technical Education of the House of Representatives on 11 September 2024.

Dr. Anudin made the presentation at the 40th regular committee meeting, chaired by Rep. Mark Go (Baguio City, Lone District), which aimed to discuss issues and concerns on the quality of TEIs, pre-service teacher education, competencies of teacher educators in TEIs, and quality assurance mechanisms for teacher education programs, among others.

A total of 380 out of 1,553 TEIs, and 3,257 teacher educators responded to the study, providing a detailed overview of the teacher education landscape in the Philippines. Dr. Anudin’s presentation included data on the most commonly offered bachelor’s degree programs among TEIs, the percentage of pre-service teachers transitioning to classroom teaching, the educational qualifications of college of education deans, and the profiles of teacher educators, among others.

RITQ’s presentation steered the committee’s discussion toward the qualifications required for educators and administrators in higher education. It underscored the positive relationship between teacher educators’ higher academic qualifications and stronger performance of TEIs in the Licensure Examination for Teachers (LET). However, the presentation raised questions on the current requirement of a master’s degree for tenure, suggesting that it may be too restrictive.

Rep. Roman Romulo, co-chairperson of  The Second Congressional Commission on Education (EDCOM II), voiced concern that the master’s degree requirement has become a burden for many instructors, who struggle to balance teaching duties with attending graduate classes. He proposed that it may be time to reassess the policy to better align with the challenges that educators face.

EDCOM II Standing Committee member Dr. Cynthia Bautista recognized that the master’s degree requirement for tenure is consistent with global standards, as it is intended to enhance expertise in the field. However, she pointed out that this goal is not always achieved due to the uneven quality of graduate education in the country.

Dr. Edizon Fermin of the Commission on Higher Education’s (CHED) Technical Panel for Teacher Education highlighted that CHED has addressed this issue by introducing CMO 15, series of 2019, which offers more flexible pathways to earning graduate degrees. This includes a research-based track for those who excel in research and a system that recognizes the professional experience of practitioners through credit accumulation and transfer.

In May 2024, EDCOM II partnered with RITQ to conduct the profiling study, aiming to create a foundational understanding that will drive impactful reforms in teacher education across the country. The study gathered and analyzed data on demographics, institutional characteristics, and current practices within TEIs and among teacher educators.

Teacher educators are professionals involved in the training and development of pre-service and in-service teachers.  They are responsible for delivering the teacher education curriculum at both undergraduate and graduate levels, ensuring it remains relevant to the changing needs of basic education.

Dr. Anudin’s presentation prompted a broader discussion among lawmakers about the qualifications of teacher educators and state university and college (SUC) presidents.
