Following the appointment of former RITQ director Dr. Jennie V. Jocson as Executive Director V of the Teacher Education Council (TEC), the Philippine Normal University (PNU), in partnership with the University of New England SiMERR National Research Centre, named Dr. Brando “ER” C. Palomar as the new director of RITQ effective September 16, 2024. Joining him is Dr. Maria Teresa Manicio, who assumes the role of deputy director.

As director, Dr. Palomar will oversee the overall direction of the institute as it provides research-based policy advice on basic and teacher education; and will lead research efforts, ensuring that studies align with national and international priorities on teacher education and teacher quality. Dr. Manicio, on the other hand, will assist the director in executing research, managing operations, and engaging with government education agencies, and other key stakeholders.

Both Palomar and Manicio bring rich academic and professional backgrounds, along with a deep passion for education and research. They joined RITQ in 2023, during the institute’s transition from its former identity as a research center to its new role as a research institute dedicated to strengthening teacher and school leader quality nationwide.

Dr. Palomar’s journey in education began at PNU, where he graduated with a Bachelor of Secondary Education (BSEd), majoring in Physics, as a DOST-SEI Project 9001 scholar. He further honed his expertise with an MS in Teaching (Physics) from De La Salle University, and later earned his PhD in Science Education and Assessment from The Education University of Hong Kong.

With over a decade of experience in teaching and training, Dr. Palomar has made significant contributions to the K to 12 science curriculum, having been involved in DepEd’s national training programs for Grades 7 and 8 teachers. He also participated in the Commission on Higher Education’s (CHED) Senior High School Teacher Training project. His research and training work, supported by organizations such as the Philippine Business for Education, CHED, and the Erasmus+ Programme of the European Union, reflect his dedication to advancing education in the country.

Previously serving as Associate Dean of PNU’s Faculty of Science, Technology, and Mathematics, Dr. Palomar’s leadership and academic rigor position him well to guide RITQ toward impactful research and policy development.

Dr. Palomar said he was motivated to take on this role by the “supportive working environment of the institute, where I have the opportunity to collaborate with colleagues who bring diverse expertise yet share the same aspirations.”

“The chance to lead impactful research studies that can significantly shape policy and practice around teacher quality also inspired me. My goal is to guide the institute in advancing research that will positively influence teacher preparation programs, the implementation of the basic education curriculum, and the empowerment of teachers to enhance their professional agency,” said Dr. Palomar. Dr. Manicio brings a wealth of experience in English language teaching and teacher development. She holds an MA in Education with a specialization in English Language Teaching from PNU and a PhD in Education (Language Education) from the University of the Philippines – Diliman.

An accomplished educator, Dr. Manicio has a strong background in teaching methodology, particularly in English education. Her research focuses on teacher learning and reflective practice, which makes her a valuable asset to RITQ’s mission of improving teacher quality through research. In addition to her work at PNU, she has led numerous professional development programs for teachers, solidifying her role as an advocate for continuous teacher growth.
