PNU President Dr. Bert Tuga and EDCOM II Executive Director Dr. Karol Mark Yee led the signing ceremony for a memorandum of agreement (MOA) and data sharing agreement (DSA) between EDCOM II and PNU-RITQ. The signing was witnessed the RITQ senior program managers and Dr. Teresita Rungduin, PNU Vice President for Research, Extension, and Quality Assurance.

The Second Congressional Commission on Education (EDCOM II) has solidified its collaboration with the Philippine Normal University (PNU) and RITQ through the signing of a memorandum of agreement (MOA) and data sharing agreement (DSA) that took place at PNU Manila on 27 August 2024.

PNU President Dr. Bert Tuga and EDCOM II Executive Director Dr. Karol Mark Yee led the signing ceremony that marked a major milestone in both organizations’ shared commitment to improving the quality of education in the Philippines.

Under this partnership, PNU—through the Research Institute for Teacher Quality PH—will provide research expertise and evidence-based insights to support EDCOM II’s mandate of informing policy development and educational reform. In return, EDCOM II will offer guidance to PNU in shaping future projects that align with both institutions’ priorities.

Under the agreement, PNU and RITQ have committed to pursuing several key research and policy initiatives to aid EDCOM II’s mandate. These include i) research initiatives for pre-service teacher education, ii) research on teacher education institutions (TEIs) including the profiling and upskilling of teacher educators to better align with the needs of DepEd Philippines iii) knowledge exchange through consultations, public data, briefings, and seminars/webinars, iv) and the development of a policy paper in collaboration with EDCOM 2.

PNU and RITQ will also organize research teams to collaborate on policy-relevant studies and workshops, which will inform EDCOM II’s policy questions and contribute to the Commission’s legislative agenda.

In addition to research collaborations, both organizations have agreed to share knowledge and data, including exchanging public data, research papers, briefings, and participating in consultations, seminars, and webinars.

The partnership also aims to produce a collaborative policy paper that will address key educational challenges and provide recommendations for improving teacher quality and education systems in the Philippines. (RITQ Communications)
