Public school teachers will now have clearer guidance in advancing their careers with the completion and ceremonial signing of the Implementing Rules and Regulations (IRR) of the RITQ-assisted Executive Order No. 174, series of 2022, or the Expanded Career Progression System for Public School Teachers.

Newly-appointed Department of Education (DepEd) Secretary Sonny Angara led the ceremonial signing at the Department of Education (DepEd) central office on 26 July 2024. He was joined by Budget Secretary Amenah Pangandaman, Civil Service Commission (CSC) Commissioner Atty. Ryan Alvin Acosta, and Professional Regulatory Commission (PRC) Chair Atty. Charito Zamora. RITQ Director Dr. Jennie Jocson also attended the ceremonial signing.

RITQ provided technical assistance to the DepEd Bureau of Human Resource and Organizational Development (BHROD) in crafting the said system in 2021 until the signing of its EO by President Rodrigo Duterte on 23 June 2022. RITQ worked with the BHROD in defining career paths for teachers, and the reclassification policy based on the Philippine Qualifications Framework (PQF) and the Philippine Professional Standards for Teachers (PPST).

The Institute continued providing assistance in the drafting of the IRR until its completion this year.

Dr. Jocson praised the newly-signed IRR as a significant advancement in elevating the status of the teaching profession.

“A structured career progression system can improve teacher retention rates by providing career growth opportunities, making the teaching profession more attractive to potential recruits. The IRR provides detailed guidelines for career advancement, helping teachers understand the steps they need to take to progress in their careers,” said Dr. Jocson.

EO 174 introduces new teaching positions, including Teacher IV (SG 14), Teacher V (SG 15), Teacher VI (SG 16), Teacher VII (SG 17), and Master Teacher V (SG 22).. The EO also establishes two career paths: classroom teaching and school administration.

The classroom teaching career line ranges from Teacher 1 to  Master Teacher V, while the school administration career line includes School Principal I through School Principal IV. Advancement in both career paths requires meeting the minimum qualifications set by the Civil Service Commission and achieving the Proficient levels in the PPST and the Philippine Professional Standards for School Heads (PPSSH)— two of the three sets of professional standards that RITQ helped develop.

Because the new policy allows teachers to choose between classroom teaching and school administration paths, teachers can now choose to remain in the classroom while advancing in stature and compensation. Teachers’ career advancement is also now based on the quality of teaching practice where promotion will be self-paced.

“By applying professional standards in selecting, hiring, and promoting teachers; assessing their performance; planning and delivering professional development interventions; and rewarding and incentivizing them, we can help ensure that the quality of teachers in our classrooms is of a very high standard,” Dr. Jocson said.
