The Second Congressional Commission on Education (EDCOM II) met with the Professional Regulation Commission (PRC) on 11 July 2024 to discuss data needs related to the Board Licensure Examination for Professional Teachers (BLEPT), performance of teacher education institutions (TEIs), as well as the shortage of licensed guidance counselors in schools.

RITQ senior program manager Dr. Thei Manicio participated in the meeting on behalf of RITQ Director Dr. Jennie Jocson. She joined discussions from the teacher quality lens.

EDCOM II Executive Director Dr. Karol Mark Yee presented data on BLEPT passing rates and the performance of TEIs. The presentation stressed the need for granular data from PRC, including BLEPT results per specialization, item analysis, and TEI/HEI performance profiles.

BLEPT is a standardized test administered in the Philippines by PRC through the Board for Professional Teachers.

Dr. Yee also emphasized the critical shortage of guidance counselors in DepEd schools, highlighting the significant impact on addressing bullying cases. Several solutions were discussed, including scholarships, recruitment initiatives, salary increases, and the potential for provisional appointments through amendments to the Civil Service Commission’s Omnibus Rules on Appointments and Other Human Resource Actions (CSC ORAOHRA).

Earlier this month, EDCOM II convened its technical working group (TWG) tasked to review the implementing rules and regulations (IRR) of RA 10627 or the Anti-Bullying Law of 2013, issued through DepEd Order No. 55 s. 2013.
