The recently-released results of the 2022 Programme for International Student Assessment (PISA) test on creative thinking revealed that Filipino students scored among the lowest, ranking second from the bottom out of 64 participating countries. This highlights significant challenges in our educational system, particularly in strengthening critical and creative thinking among learners.

The Research Institute for Teacher Quality (RITQ) believes that teachers are the most powerful agents for improving learner outcomes. We remain steadfast in our mission to support teachers in their pivotal role of shaping the minds of future generations. Working with the Department of Education (DepEd) and the National Educators Academy of the Philippines (NEAP), RITQ has developed Professional Learning Packages (PLPs) for Mathematics, Science, and English/Reading in Grades 7-10. Launched in June 2023, these PLPs are designed to enhance teachers’ abilities to cultivate higher-order thinking skills (HOTS) and creativity in their students.

Schools and school leaders can support the implementation of PLPs within their institutions and actively motivate teachers to participate in professional development opportunities. Teachers can adopt the PLPs, engage with the provided resources, and experiment with recommended teaching and assessment strategies to promote creative thinking.
