RITQ took part in a recent exchange of insights on the modernization of the Professional Regulation Commission (PRC).

A meeting was facilitated by the Second Congressional Commission on Education (EDCOM II) on 8 May 2024 at the University of the Philippines BGC campus, aiming to explore potential pathways for reforming the PRC in line with the PRC Modernization Act.

Dr. Jennie Jocson—RITQ Director and member of the EDCOM II Standing Committee for Higher Education & Teacher Education and Development—along with senior program managers from the institute, served as resource persons.

The meeting took into consideration a recent review of Republic Act 7836, also known as the Philippine Teacher Professionalization Act, which highlighted the need for a modernized PRC structure to better serve the evolving needs of the teaching profession.

The discussions delved into the current division of functions, duties, responsibilities, and powers between the PRC and its associated professional boards. Participants explored the advantages and challenges of this structure, particularly regarding the PRC’s responsiveness to industry changes and the effectiveness of coordination among the boards.

A key aspect of the discussions involved identifying which functions and powers could be more effectively assigned or delegated to the professional boards. Participants considered the potential limitations and conflicts that might arise from such delegation and explored strategies to address them while ensuring public protection.

The meeting also tackled alternative pathways and equivalencies for obtaining professional licenses, permits, or authorizations. Examining alternatives besides the traditional licensure exams paves the way for a more inclusive and dynamic professional landscape.

The PRC was represented by Commissioner Dr. Jose Cueto, Jr.; Dr. Paraluman Giron of the Professional Regulatory Board on Professional Teachers; Archt. Cecilia Herras-Tence of the Professional Regulatory Board on Landscape Architecture; and Dr. Carmelita Divinagracia of the Professional Regulatory Board on Nursing. Dr. Chito Salazar and Dr. Cynthia Bautista of the EDCOM II Advisory Council facilitated the activity.

Other participants were Atty. Alex Cabrera, Dr. Elyxzur Ramos, and Dr. Raymund Arcega of the EDCOM II Standing Committee for Higher Education & Teacher Education and Development; and Atty. Joseph Noel Estrada, EDCOM II Secretariat Chief Legal Officer.
