The Teacher Education Council (TEC) conducted an awareness campaign on 2 May 2024 on the Implementing Rules and Regulations (IRR) of Republic Act (RA) 11713, also known as the “Excellence in Teacher Education Act” for its Luzon stakeholders. The activity, held at the Teachers Camp in Baguio City, aimed to inform stakeholders and the public nationwide about the features of this landmark legislation.

The campaign targeted a wide audience, including presidents and deans from teacher education institutions (TEIs) across Luzon, representatives from the Department of Education (DepEd) schools divisions in Luzon, and DepEd school officials and teachers.

RITQ Director Dr. Jennie V. Jocson—who sits as TEC Subject Representative for Language—was the resource person for the event.

Dr. Jocson’s presentation provided the historical context of the legislation starting off with the 1994 Teacher Education Council Law (RA 7784), which was one of five laws enacted following the recommendations of the 1991 EDCOM I report to address declining education quality.

Dr. Jocson pointed out aspects of RA 7784 that were not fully implemented. This, along with evidence of declining educational quality based on international assessments, led to the creation of EDCOM II. Dr. Jocson elaborated on the high-level discussions and policy recommendations that followed, culminating in the formation of the Technical Working Group for Teacher Quality (TWG-TQ) around 2018. The TWG-TQ’s recommendations ultimately led to the amendment of RA 7784, resulting in the passage of RA 11713 in 2022 with technical support from then RCTQ.

Dr. Jocson emphasized that RA 11713, along with its IRR finalized in 2023, provides a clearer operational definition of teacher education and its scope. She said that this national law is intended to enhance the quality of teacher training in the Philippines and ultimately empower future generations of educators.
