RCTQ joined other partners of the National Educators Academy of the Philippines (NEAP) on 22 February 2022 in providing feedback and insights on the first draft of the professional development curriculum for teachers that NEAP has developed for learning service providers (LSP) to deliver.

During the virtual presentation of the draft PD Curriculum for Teachers by the NEAP Program Development Division (PDD), RCTQ—led by Director Dr. Gina Gonong—discussed rooms for improvement of the draft document including the establishment of a PD Curriculum framework and its alignment with specific indicators in the Philippine Professional Standards for Teachers (PPST) that support beginning teachers to move to the next career stage.

Dr. Gonong joined representatives from the Philippine Normal University led by President Dr. Bert J. Tuga, Assessment Curriculum and Technology Research Centre (ACTRC) led by Dr. Therese Bustos, and representatives from De La Salle University, Philippine Educational Measurement and Evaluation Association (PEMEA), FrontLearners Inc., Center for Educational Measurement Inc. and the University of the Philippines (UP).

The PD curriculum for in-service teachers aims to provide “a learning roadmap for teachers that is inclusive, responsive, and equitable, and will guide them in building their capacity to meet the expectations of the PPST; and assist them move to their desired career stages and career goals. Once finalized, the curriculum will be delivered by NEAP-recognized and authorized LSPs.”

In a separate meeting, RCTQ collaborated with NEAP-Quality Assurance Division to provide technical assistance on the refinement of guidelines for granting credit units to school-based professional development activities.

The curriculum forms part of the NEAP transformation agenda which

RCTQ’s technical assistance to NEAP is premised on Department Order 11, s. 2019 which identified RCTQ, together with partner SiMERR National Research Centre at the University of New England, as provider of primary technical assistance on the operationalization of NEAP transformation to DepEd.

RCTQ also met with Bureau of Human Resource and Organizational Development (BHROD) – School Effectiveness Division to validate and provide suggestions on the draft job descriptions for school-based personnel (i.e., teachers, master teachers, school heads). RCTQ also collaborated with the BHROD-Human Resource Development Division on the finalization of orientation materials for the RPMS for Teachers SY 2021-2022.

RCTQ also worked with the BHROD for the revision of the Assessors’ Modules based on the feedback and input provided by the national technical working group. RCTQ provides technical support to DepEd in implementing the career progression for teachers (and soon for school leaders) and in operationalizing the Merit Selection Plan (MSP), both proposed by DepEd-BHROD, by developing capacity building programs for assessors. This collaboration will further support DepEd in integrating the Standards (PPST, PPSSH, and PPSS) to the Human Resource systems, particularly in the Recruitment, Selection, and Placement (RSP) system.
