NEAP Transformation design presented to 3NS members
Shortly before the ‘Celebrating RCTQ Partnerships’ main program on August 29 at the Philippine Normal University (PNU) Manila, the Department of Education (DepEd) presented the proposed design of the new National Educators Academy of the Philippines (NEAP) before the presidents of member universities of the National Network of Normal Schools (3NS) .
DepEd Undersecretary Atty. Nepomuceno Malaluan first presented DepEd’s strategies for ‘making the pivot from access to quality’ including the Departments’ fiscal performance, state of the access to basic education, and quality of basic education before discussing opportunities for teacher education institutions (TEIs) in the transformed NEAP.
RCTQ worked on the NEAP Transformation Study that became the basis for the creation of a task force and the subsequent development of the new NEAP design. Secretary Leonor Magtolis Briones approved the design in February 2019, which led to the issuance of Department Order No. 11, s. 2019, providing guidelines for the implementation of NEAP transformation, including the creation of the NEAP Transition Team.
“We are in a position to now shift our focus to making major improvements in education quality. We acknowledge the baseline performance that we need to address. This requires evidence-based intervention,” said Atty. Malaluan.
“Our major interventions include the undertaking of curriculum review, NEAP Transformation for the professional development and career progression of teachers, textbooks reform, and deepening our analysis of large scale assessment results, both national and international,” he said.
Under the new NEAP design, TEIs are seen as potential partners in providing professional development programs for educators at various governance levels.
