RCTQ continued to support the implementation of the National Educators Academy of the Philippines (NEAP) Transformation 3 with diverse technical assistance across various areas of the Academy’s reforms.

RCTQ helped operationalize the detailed design of a transformed NEAP as mandated through the Department Order 11, s. 2019. Based on this directive, RCTQ, together with partner SiMERR National Research Centre – University of New England, shall provide the primary technical assistance to DepEd in transforming NEAP in terms of its organization and programs. The project is part of the continuing transformation of NEAP into a full-service academy for teachers and school leaders.

As the primary provider of technical assistance on NEAP Transformation, RCTQ’s work includes research and technical assistance on two areas: organizational and program transformation.

In 2020, RCTQ helped the agency develop DepEd Orders that operationalize the transformation of NEAP: i) DepEd Order 001, s. 2020 or the Guidelines for NEAP Recognition of Professional Development Programs and Courses for Teachers and School Leaders, ii) DepEd Order 006, s. 2020 or the NEAP Interim Structure; and iii) DepEd Memorandum 050, s. 2020 or the DepEd PD Priorities for Teachers and School Leaders for SY 2020-2023.

RCTQ provided technical assistance on the NEAP’s recruitment of personnel by helping facilitate the creation of 73 NEAP plantilla positions for 2020—25 in Central Office, 48 in Regional Offices or 3 per Region. As of December 2020, a total of 46 positions across 15 regions have been filled. RCTQ helped in the onboarding of the newly-hired staff.

To support teachers’ professional development, a systematic and comprehensive support mechanism for newly-hired teachers that would seamlessly immerse them in the teaching profession in the public school system was developed through the redevelopment of DepEd’s Teacher Induction Program (TIP) with the assistance from RCTQ. The Center helped develop six (6) TIP coursebooks with NEAP and TEC, with the involvement of experts and experienced teachers.  The TIP will be implemented in 2021 as a flagship program of NEAP.

RCTQ also developed prototype programs for Career Advancement Program (CAPRO) for teachers for future consideration of DepEd. The CAPRO design shows the integration of three proposed programs with the Bureau of Human Resource and Organizational Development (BHROD)’s career progression/promotion system. The proposed programs—i) Consolidation of Practice Program, ii) Career Progression Program and the iii) Communities of Practice Program—focus on specific career advancement goals targeted for specific groups of teachers.

The Center collaborated with the Quality Assurance Division (QAD) of NEAP on reviewing and refining five (5) authorization and recognition application forms and tools, which are: (i) Authorization of Learning Service Provider (LSP) Application Form; (ii) Authorization of LSP Evaluation Tool; (iii) Recognition of Programs Application Form; (iv) Recognition of Courses Application Form; and (v) Recognition of Programs/Courses Evaluation Tool.

The Authorization Forms and Tools will be used for the formal evaluation of non-DepEd entities seeking to become a provider of recognized professional development programs and/or courses, while the recognition forms and tools will be for ensuring that professional development programs and courses for teachers and school leaders uphold the learning and development standards in terms of their development and delivery.

In 2021, RCTQ will continue collaborative work with NEAP, other DepEd offices, and stakeholders in the following aspects: personnel, organizational structure, authorization of LSPs and recognition of programs, mechanisms for assigning of professional development credit units, and implementing the Teacher Induction Program, Higher-order Thinking and Assessment, and Career Advancement Program, among others.
