Officials of the Philippine Normal University and RCTQ met with the Commission on Higher Education (CHED) En Banc on 20 October 2020 to present the results of a previous RCTQ study on pre-service teacher development needs.

The meeting was requested by CHED following a Senate inquiry on 12 October 2020 where the Pre-service Teachers Development Needs Study (PTDNS) that RCTQ conducted in 2014 and 2015 was mentioned. The inquiry—under Senate Resolution No. 526 on the Quality of Teacher Education and Training and Teacher Education Institutions—was led by Senator Sherwin Gatchalian, Chair of the Senate Committee on Basic Education, Arts and Culture.

At the virtual meeting on October 20, PNU was represented by President Dr. Bert J. Tuga, Vice President for Academics Dr. Jennie V. Jocson, and Vice President for Research, Planning and Quality Assurance Dr. Ronald Allan Mabunga. RCTQ was represented by Center Director Dr. Gina O. Gonong and Senior Program Manager Dr. Levi Elipane. They met with members of CHED En Banc led by Chairman Dr. Popoy de Vera and members of the CHED Technical Panel for Teacher Education (TPTE).

CHED’s intent to meet with PNU-RCTQ was to “discuss the details of the PTDNS and come up with possible initiatives, interventions, or measures to address concerns related to pre-service teacher education program.”

In 2012, when the education sector was preparing to adopt the K to 12 reform, the Department of Education (DepEd) requested RCTQ and its research partner—the SiMERR National Research Centre based at the University of New England Australia—to conduct a national study analyzing the extent to which DepEd teachers were prepared to deliver the K to 12 curriculum in terms of their content knowledge. To achieve this, RCTQ conducted the Teacher Development Needs Study (TDNS) for in-service teachers. The same test was used for the Pre-service Teachers Development Needs Study (PTDNS) for the graduating cohort from participating TEIs.

In 2015, the tests developed for TDNS and PTDNS were used by the World Bank when it undertook its Public Expenditure Tracking System-Quantitative Service Delivery Survey (PETS-QSDS) which tracked the flow of public funds and resources for the basic education sector from central and local governments to schools. RCTQ assisted the World Bank in assessing the quality of teachers of schools in terms of their content knowledge and understanding of the K to 12 curriculum in relation to allocations of budget.

The PTDNS identified the needs of pre-service teachers in relation to their content knowledge, and examined what support and focus pre-service teachers would need to be prepared in the profession.
